Free and open-source exemption

AI systems released under free and open-source licences are largely outside the Act unless they're high-risk, prohibited, or covered by Article 50 transparency. Open-source GPAI models skip most documentation duties but must still have a copyright policy and publish a training data summary, and get no exemption if they carry systemic risk.
